The Los Angeles Times reports that the US Department of Agriculture (USDA) has decided to make permanent a 2004 temporary ban on the use for food of so-called “downer cattle” that are “unable to stand or walk” and suspected of having mad cow disease.

The permanent ban takes effect October 1.
