- MSNBC reports that Bobby Acord, the administrator of the USDA's Animal and Plant Health Inspection Service (APHIS) and the man responsible for the nation's mad cow testing program, is resigning from the agency. Acord cited "personal reasons" as the reason for his resignation.
Reports have said that Acord has been skeptical of proposals that would expand testing for bovine spongiform encephalopathy (BSE), better known as mad cow disease.<
